In Black Panther: Wakanda Forever, Val was revealed to be the new Director of the CIA.

What is the plot of Marvel’s Thunderbolts?

The official synopsis for Marvel’s Thunderbolts reads, “A group of anti-heroes go on a government mission.”

In Marvel Comics, Thunderbolts were originally a team of super villains disguised as heroes while the Avengers were absent but were in reality the masters of evil led by Baron Helmut Zemo.

This time, however, this team appears to have been organized by CIA director Valentina Allegra de Fontaine, who has already recruited Yelena Belova and John Walker to work for her.

Considering Thaddeus Ross is a politician, he is likely allied with Val, made more likely by their more extreme approach to issues in the Marvel Cinematic Universe.
